Manager, WCD Programs

Primary Responsibility / Summary
Direct daily operations of assigned program(s) ensuring seamless alignment with overarching organizational goals and funder standards. This pivotal role demands strategic leadership, effective staff supervision, astute budget management, and proactive facility maintenance to consistently achieve exceptional program performance and quality outcomes. The Manager also cultivates vital relationships with funders, key stakeholders, influential businesses, and the broader public to strategically promote sustained program growth and enduring success.
Essential Duties & Responsibilities
Strategic Planning:
- Strategize, plan and drive initiatives for assigned programs that lead to program growth and overall WCD goal achievement. Lead program staff with a clear vision and proactive on-site management.
- Leverage strategic location and space planning to ensure office environment complies with funder requirements while maximizing cost-efficiency and supporting optimal program performance.
Program Management & Operation:
- Drive program success by actively engaging internal and external stakeholders to consistently meet or exceed referral expectations for assigned programs. Uphold exceptional service delivery by meticulously maintaining high operating standards.
Program Performance & Planning:
- Drive program effectiveness by preparing and analyzing performance reports and ensuring the achievement of critical program and service goals as defined by funding contracts and the organization.
- Steward financial resources by developing and diligently managing budgets to maintain funding and expenditures within established budgetary norms, and by strictly ensuring that all expenses and participant-related costs align with funding and organizational guidelines and policies.
- Champion continuous improvement by actively participating in and leading Continuous Quality Improvement (CQI) initiatives, effectively handling concerns and complaints to maximize stakeholder satisfaction, and rigorously ensuring program compliance by meeting all contractual and organizational obligations.
- Ensure contractual adherence by actively participating in Workforce Investment Board and orientation meetings.
Community Engagement & Partnership Development:
- Forge strong partnerships with representatives from funding entities, the business community, community groups, advocacy organizations, consumer groups, service partners, project evaluators, and participants to guarantee effective and impactful service provision.
- Amplify Goodwill's community presence by actively engaging in public functions such as Chamber events, City Council meetings, and other community gatherings.
- Spearhead external relations by serving as a primary liaison for referring agencies and strategic partners. Cultivate new opportunities by actively pursuing service-oriented relationships with community businesses.
- Broker strategic alliances by negotiating terms for Memoranda of Understanding (MOUs) that secure vital training, wrap-around, and supportive services for program participants, subject to the Regional Impact Officer or Chief Impact Officer's review and approval.
Staff Development & Development:
- Lead and develop a high-performing team by overseeing all aspects of participant support, training, and case management, conducting constructive performance appraisals, facilitating employee development, and ensuring fair and effective conflict resolution, to consistently exceed enrollment and placement goals for portion of the program team coaches/specialists.
Quality Assurance:
- Fortify data integrity and compliance by ensuring the monitoring and quality assurance protocols are followed for participant records, data gathering, and reporting systems to adhere to funder, Commission on Accreditation of Rehabilitation Facilities (CARF), and organizational standards, thereby ensuring accurate and timely data entry and comprehensive reporting.
Safety & Security:
- Champion a safe and functional environment by ensuring meticulous upkeep, consistent cleanliness, and stringent safety of the assigned facility and/or work location through the implementation and rigorous enforcement of safety protocols; resolve maintenance needs promptly, conduct thorough regular safety inspections, and guarantee all equipment is fully operational and compliant with safety standards.
Additional Duties & Responsibilities:
- Perform other duties and special projects as assigned.
Travel Requirements:
- This position requires travel (25% to 50%) within Southern California; a valid CA driver's license and state-required auto insurance are necessary. Driving records must be acceptable by the company’s insurance vendor.
Supervisory Responsibilities
- This position supervises a combination of these Ambassadors: WEX Trainees, Assistants, Coaches, Specialists, and Supervisors.
Education & Experience
- Bachelor's degree from four-year college or university preferred.
- 3-4 Years of managerial, supervisory experience.
- Experience working with individuals with barriers to employment.
- Workforce Development preferred.
- Experience with Salesforce/CRM System preferred.
